Public Financial Management Reform

Provided strategic advisory and technical expertise to support fiscal decentralisation and strengthen public infrastructure finance and road management systems.

Conducted a study on fiscal decentralisation and sub-national government finance in relation to infrastructure and service provision in Zimbabwe, one of a series of related studies in Africa, which provided baseline data for implementing and evaluating decentralisation of local government finance.
Conducted an analysis of the economic benefits of establishing the National Roads Authority in Zimbabwe as a basis for a cost effective, efficient and sustainable approach to delivery and maintenance of the national road network.
