Dr Dennys Pasipanodya
Dr Dennys Pasipanodya is Principal Consultant and Chief Executive Officer of PSI Consult International and he is responsible for providing overall strategic leadership of the company’s operations including vision setting, business development, marketing and branding, human resources and financial management. He has led major ground-breaking assignments such as the study on fiscal decentralisation and sub-national government finance in Zimbabwe; decentralisation of education administration in Zambia; institutional capacity building of NGOs working in HIV and AIDS in Zimbabwe and private sector and civil society organisations in Uganda and Kenya; and the design of economic growth hub strategies in Tanzania and Rwanda. As a sub-contractor to many leading international consultancy organisations, he has undertaken a large number of assignments in public sector reforms; sector policies, strategies and programme design and implementation including monitoring and evaluation; and institutional capacity building.
He was key team member on pioneering economic restructuring programmes in Africa such as the establishment of the first revenue authorities in Africa - the Zambia Revenue Authority and Ethiopian Revenue and Customs Authority; the commercialisation and privatisation of parastatals such as the Post and Telecommunications Corporation in Zimbabwe, state media and broadcasting companies in Zambia and establishment of plant and equipment rental companies in Mozambique. He has been at the forefront of major public sector reforms to enhance accountability in service provision such as establishing a Code of Ethics for the Kenyan public service and supporting fiscal management and economic planning reforms in Kano State in Nigeria. He has worked in a large number of countries including Botswana, Malawi, Uganda, Senegal, South Africa, Kenya, Rwanda, Seychelles, Tanzania, Zambia, Zimbabwe, Mozambique, Ethiopia, Nigeria, Papua New Guinea and the United Kingdom. He is also experienced in programme management requirements of the major international development organisations including AfDB, DFID, EU, DANIDA, USAID, WB and UNDP and working with regional and sub-regional organisations such NEPAD/CAADP, CARDESA and CORAF/ WECARD.
